Why was there a need for INSPIRE

The initial motivation for creating a spatial information infrastructure was to be better able to formulate, implement and monitor environmental policies. This environmental orientation is still very much a guiding force in the Directive and explains the inclusion of all the data sets listed in the Annexes.

However the infrastructure needed to create a basis of environmental monitoring will be suitable for many other purposes.
