B-INSPIRED How to become INSPIRE compliant

b-inspired is an education and awareness initiative from ESRI Ireland that is targeted at our customers and clients to assist them in meeting their obligations under the EU INSPIRE Directive. As well as including some general purpose information about INSPIRE, b-inspired also provides a mechanism for customers and clients to access and utilise tools and services that embrace the “Compile, Manage, Publish and Serve” philosophy that is behind ESRI’s approach to INSPIRE compliance.

Compile, Manage & Publish

ArcCatalog, a client application that is an integral part of ESRI’s ArcView Desktop GIS, and widely used in Central and Local Government in Ireland, will fulfill your obligations for Compiling and Managing metadata associated with your spatial data holdings. ArcCatalog is fully compliant with the ISO 19115 and ISO 191136 standards and the Gemini Metadata Standards** (applicable for the Northern Ireland marketplace). Compilation of your metadata to these standards ensures compliance with the Implementation Rules of the Directive and also that your metadata is transportable between systems.

By physically connecting ArcCatalog to an available Metadata server, you can then publish your metadata to pre-defined Metadata Catalog service which will facilitate “Serve”, and subsequent “Search” components.

Serve & Search

Depending on your organisational requirements, you can put in place your own internal and/or external Metadata server; alternatively under the b-inspired initiative you can avail of our free metadata service which is now available to our customers. In this way you will have the ability to connect your ArcCatalog desktop software to our hosted service and directly publish (drag and drop) your metadata to a personal workspace on the server. Discovery level metadata will then be accessible through our online searchable metadata catalog. This hosted metadata service will also be registered as a node on ISDE (Irish Spatial Data Exchange), thus providing extended exposure for your metadata to organisations and users of the Irish Spatial Data Exchange infrastructure.

** The Northern Ireland Geohub has adopted the UK Gemini Metadata standard as the standard for any spatial data that will be published on Geohub. Using our productivity toolkit for ArcView, we now provide templates for the compilation and management of the Gemini Metadata Standard.
